Alright, for those of you who might be knowing me or those of you who don't, or those of you who have been following my blog, this is just how I do it, it need not be your method of socialising but you are more than welcome to take some tips from me.
First of all you HAVE TO BE confident. Talking to people is something I do a lot, even if it annoys them or even if I'm seen as a pile-on. Now you can't talk to people if you aren't confident. Initiate the conversation no matter how shy you are or awkward you feel. This same tip applies when you are approaching your crush or someone you want to propose to. Its okay to stutter at first but make sure that you gather some courage under your sleeve and improve the next time.
Secondly, I show off. Now showing off comes with a primary motive of catching attention. For instance, I will solve a Rubik's cube fast, multiple times, in front of a person, in order to get their attention. Once you've successfully done that, all you have to do is act like a pro. Answer their questions if they have any and voila! you're all set to being a Mr./Mrs. Oh-so-popular.
Also, keep doing things that you think you're good at and eventually people will want to be around you. At the same time, keep in mind not to be an arrogant dork.
Help people when they need help. Even if they aren't looking for you. Be the helping hand, but not so much as to leaving your life aside and doing it.
Try to hangout with the cool kids. If you're in a college or in high school, the easiest way to socialise and get popular is to be friends with the cool kids. Now, I'm not going to define cool kids because that definition varies from place to place. Stay safe kids!
Once you've tried any/all of the above, you should've have atleast made quite some good friends or started your own cool kids gang.

Also, as a friend of mine says, you can try giving it time because sometimes all of the above methods don't last for long. Sometimes time builds the best of friendships. She has a point.
